Paul Peaper became president of IHCA/INCAL in July 2022. A native Hoosier and a lawyer by education, Paul is a health care leader with deep experience in health and insurance policy, legislation, and state and federal regulations especially those governing Medicare and Medicaid reimbursement. Before joining the IHCA/INCAL, Paul served as the executive director of strategic affairs and corporate partnerships at Indiana University Health.
His previous leadership experience includes spearheading a variety of strategic and large-scale campaigns for the state. Most notably, Paul helped coordinate all aspects of Indiana’s response to the COVID-19 pandemic including testing, tracing, vaccination and overall strategy during his employment with the Office of Indiana Governor Eric Holcomb. He also served as the Governor’s senior advisor on all health care and insurance policy matters at both the state and federal level. Additionally, Paul serves as an adjunct faculty at Indiana University Robert H. McKinney School of Law where he teaches healthcare business and revenue systems to law students.

As Director of Administration and Finance, Erin Weliver serves as the Association’s financial controller and manages the organization’s administrative functions. Erin also serves as the lead administrator of the Association’s management software and plays a support role in the execution of the Spring Conference and the Annual Convention and Trade Show.
Prior to joining the IHCA/INCAL in 2017, Erin served as the Association’s accounting consultant while employed with KSM Consulting for five years. In that role, Erin delivered consultancy on a wide variety of topics including accounting software, financial reporting and financial management, and she managed the financial records and books for multiple clients. Prior to that, Erin has over ten years of experience serving the non-profit and education sectors in financial and accounting roles.
Erin is a native of LaPorte, Indiana and a graduate of DePauw University with a Bachelor of Liberal Arts degree. In addition, Erin has a Master of Arts from the University of Denver’s Josef Korbel School of International Studies.

As the director of communications, Courtney Heiden leads the Association’s strategic communications planning and advocates on behalf of its members.
Courtney is a Ball State University graduate (Chirp! Chirp!) with degrees in telecommunications and public relations. As a former press secretary with the Indiana State Senate and deputy director of communications with the Indiana House of Representatives, she is prepared to drive member engagement and help meet their communications needs.
Courtney is a proud boy mom. Her and her husband, Josh, reside in Shelby County. You can often find her and her family visiting one of Indiana’s beautiful state parks.

Nick Goodwin leads the government affairs function for the IHCA/INCAL and has more than a decade of public sector experience at the federal and state level. Prior to joining the IHCA/INCAL, Nick served as the district director and communications director for Congresswoman Victoria Spartz and spent two years in Washington DC as the communications director for the U.S. Department of the Interior for Secretary David Bernhardt.
Before serving in these federal capacities, Nick worked extensively with the Indiana General Assembly, first as the deputy communications director for Speaker of the House Brian Bosma. He then held leadership positions in communications and legislative affairs with the Indiana Professional Licensing Agency, Governor Mike Pence’s Office, and the Indiana Department of Workforce Development.
Nick earned his Bachelor of Arts in Marketing from the Kelley School of Business at Indiana University-Bloomington. He is a diehard soccer fan, avid sportsman, and enjoys travelling and spending time outdoors. Nick and his wife, Natalie, have two children and a dog. They reside in Indianapolis.

Katy Quigley oversees the member engagement function at the Association. Katy has been with the IHCA/INCAL for last 12 years contributing her services as a contract employee. During these years, she has assisted the association in several areas including managing large events such as the annual Spring Conference and Convention & Expo. As the director of membership, Katy will lead the Association’s membership program to increase awareness of IHCA/INCAL’s diverse services and member benefits to maximize member engagement. Katy will also be collaborating with the internal team to manage association events and various sponsorship opportunities.
Katy is a graduate of Indiana University with a specialization in events and hospitality management. The Super Bowl and multiple Final Fours are some of her most memorable events that she has enjoyed assisted planning for Indianapolis. Katy lives with her husband, Marc, and son, Lucas in Indianapolis.

Katie Niehoff is responsible for overseeing all of IHCA’s new education and training programming, including the Association’s two annual events, the Convention & Expo in the Fall and the Spring Education Conference. Katie also serves as a point of contact for all member needs and services and is the Executive Director of the Indiana Center for Assisted Living (INCAL).
Katie is a licensed social worker who has been in long-term care since 2000. Most recently, Katie served as the Director of Dementia Programming at Marquette. In that role, she developed, planned and implemented the memory care program in the center’s assisted living pavilion. She also created policies and procedures and managed the day-to-day operation of the program. Katie received her Bachelor degree from Ball State University and her Master of Social Work with a specialization in Gerontology from Washington University in Saint Louis.

A native of Indiana, Lori Davenport joins the IHCA Team with an extensive background in Long Term Care Clinical Operations and Regulatory Compliance. Prior to joining IHCA, Lori worked with Life Care Services for 8 years and served as a Senior Nurse Consultant. Lori’s responsibilities included directing and supporting global implementation and education of clinical programs and establishing best practices to support post-acute care strategies for a nationwide business portfolio. Lori has worked in several capacities in her 30-year nursing career including Director of Nursing Services, Director of Quality & Risk Management, and Executive Director for a Home Health agency serving a tri-state area. Lori attended Indiana University in Bloomington and earned her nursing degree at Anderson University in Anderson Indiana. Lori’s true passion is working with seniors across the health care continuum and in making a positive difference in our resident’s quality of life.

As Director of Reimbursement and Payor Relations, Elizabeth Eichhorn serves as the main point of contact for IHCA/INCAL Members concerning advancement of sound reimbursement policy amongst all payor types for IHCA/INCAL members. Elizabeth comes to IHCA with years of Medicaid and policy experience, as well as government affairs expertise. Prior to joining the association staff, Elizabeth worked at United Healthcare as the Medicare Market Manager for Indiana. She has also served as the Regulatory Market Manager for Anthem’s HIP and Hoosier Healthwise lines, and Marketplace/Medicaid Compliance Officer with MDWise. Prior to that, she was the Associate Director of Government Relations with the Indiana State Medical Association.

As Administrative Coordinator, Emily Lutz is responsible for assisting IHCA/INCAL’s daily administrative functions. Emily has fourteen years of experience in nonprofit management, most recently at Goodwill Industries of Indiana. Emily is a native of Indianapolis and a graduate of IUPUI.
